Grow something better with Western Water’s Turf Transformation Partnership Program

California is taking another step toward a more sustainable future, and Western Water customers are ready to lead the way. 

Beginning in 2027, the state will phase out the use of drinking water on non-functional turf on public, commercial and homeowners association (HOA) properties under Assembly Bill (AB) 1572. The goal is to conserve drinking water for essential community needs, such as cooking, cleaning, and maintaining public health. 

To help customers prepare, Western Water’s Turf Transformation Partnership Program provides resources, rebates, and step-by-step guidance to make the switch to beautiful water-wise landscapes easier than ever. 

The new requirements will take effect in phases: 

  • 2027: Public and government properties not in disadvantaged communities
  • 2028: Commercial, industrial, and institutional properties 
  • 2029: HOA common areas, mobile home parks, and retirement communities 
  • 2031: Government properties in disadvantaged communities

Replacing non-functional turf with water-wise landscaping helps save water and protect California’s shared water future. By starting now, customers can take advantage of enhanced turf replacement rebates, dedicated support, and design a landscape that reflects how we value water in the region we call home.
