Western Municipal Water District (Western Water) has been named a 2025 Inland Empire Top Workplace by The Press-Enterprise, an honor based entirely on confidential employee feedback collected through an independent survey administered by Energage LLC.
While the recognition reflects Western Water’s internal culture, its greatest impact is felt by the communities and customers the agency serves every day.
“This recognition reinforces something our customers may not always see but absolutely rely on, a high-performing organization built on trust, accountability, and service,” said Laura Roughton, Western Water’s Board President. “An engaged workforce helps ensure smart investments, reliable operations, and thoughtful planning that protect both today’s service and our region’s future water supply.”
The Top Workplaces distinction measures key drivers of organizational health, including alignment, execution, and connection, all of which directly contribute to Western Water’s ability to deliver safe, reliable water and wastewater services to nearly one million Riverside County residents, day in and day out.
“A strong, engaged workforce directly translates to better service for the people we serve,” said Craig Miller, General Manager of Western Water. “When employees feel aligned with our mission, empowered, and supported, they bring that commitment to every interaction; whether that’s maintaining critical infrastructure, responding to customer needs, or planning for long-term water reliability.”
Western Water was one of the highest-ranking organizations in its size category and remains among a small number of public agencies recognized alongside private-sector employers across the Inland Empire.
“Earning a Top Workplaces award is a badge of honor for companies, especially because it comes authentically from their employees,” said Eric Rubino, Energage CEO. “That's something to be proud of. In today's market, leaders must ensure they’re allowing employees to have a voice and are heard. That's paramount. Top Workplaces do this, and it pays dividends.”
Western Water is also committed to attracting and retaining top talent to continue delivering on that mission. To see current employment opportunities, go to WesternWaterCA.gov/Careers.
