Requests for Quotes (RFQs)
Used for smaller, less complex purchases, often below a formal bid threshold. Quotes are typically solicited informally, and an award is made to the lowest bidder that can meet the scope requirements.
Requests for Proposal (RFPs)
Used when the requirements cannot be strictly defined and when the best overall value is the primary factor. Proposals are evaluated based on criteria such as approach, qualifications, past performance, and cost—not price alone—and this method allows for negotiation and flexibility.
Invitations for Bid (IFBs)
Used when the scope, specifications, and requirements are very clear and can be precisely defined. Awards are typically made to the lowest, responsive and responsible bidder.
Public Works Projects
Any construction, alteration, demolition, installation, or repair (including maintenance work) performed under contract and paid in whole or in part with public funds.
Vendors must follow all instructions and submit responses by the stated deadlines.
