Western selects Candi Judd to lead the District’s forward-thinking human resources initiatives
Riverside, CA – Western Municipal Water District has named Candi Judd, a seasoned professional with significant senior management level personnel experience, as their new director of human resources.
“We are very pleased to have Candi as a new addition to the Western family,” said John Rossi, Western’s general manager. “Her experience working for three cities, a county, the California State Assembly and most recently as the HR manager for South Coast Water District makes her a valuable asset in keeping and attracting top-talent to Western in the future.”
As director of human resources, Judd will be responsible for recruitment, performance management, training, employee relations, payroll, classification and compensation, benefits administration and leadership development.
“I am extremely pleased and honored to join the Western team of professionals,” said Judd. “HR management is and has been my passion for more than 20 years and providing support to employees for professional growth and development, improved morale and ultimately retention is the greatest reward for my efforts.”
Prior to Western, Judd held a similar position with South Coast Water District in Orange County. Her career has also included stops at the cities of Hawaiian Gardens, Desert Hot Springs and Roseville as well as the offices of State Assemblywoman Bonnie Garcia and State Senator Jim Battin.
Judd holds a bachelor’s degree in Human Resources Management from Madison University and has attained training certifications in many disciplines related to human resources.
